But ND games don't count as conference game.

How would you balance some ACC teams playing, say, 6 conference games and some play 5 plus one OOC game against ND? I think there would be push back from the membership to not allow ND to play for the conference championship for a single season only. Maybe the games would count as conference for everyone except ND.
